Embakasi East Member of Parliament Babu Owino on Wednesday refused to honour Speaker Moses Wetangula's orders to apologise and withdraw sentiment he made on the floor of the house.
Babu was making his point when it was interrupted by Gatundu South MP Gabriel Kagombe, leading to a war of words between the two.
"Mr Speaker the member of Parliament Embakasi East is beating the drum of war. It is very unfortunate to use this forum. The relevance of what he is talking about is not relevant to the Bill that we are discussing. What he is doing is taking an opportunity to use this floor to beat the drums of war in this country. We are currently at a very bad moment and we cannot allow that to happen," Kagombe said.
Babu responded to Kagombe saying,"Mr Speaker you know I do not like responding to fools."
Wetangula stopped the Embakasi East MP telling him to withdraw and offer an apology to Kagombe.
"Can you withdraw that and apologise, there are no fools in this house," Wetangula told Babu.
However, Babu did not heed the orders only choosing to withdraw the statement but not apologise and he went ahead to quote scripture in Book of Proverbs 26:4-5 – "Answer not a fool according to his folly, lest you be like him yourself. Answer a fool according to his folly, lest he be wise in his own eyes. The self-confident fool thinks too highly of himself and his opinions, and he shares them freely."
A move that Wetangula was quick to interrupt him and urged him to withdraw and apologise.
"In this house, whether a member represents fishermen from the shore of the lake or the sea, or herdsmen, professor, you are all Honorable members of this house," the speaker said.
"There are no fools in this house and I want to warn you Babu Owino respect begets respect. Respect your colleagues and they will respect you. Can you withdraw and apologise?"
"You withdraw and apologise or I give the microphone to someone else," Wetangula told Babu.
However, the Embakasi East MP insisted that he wouldn't apologise and even held back the withdrawal he issued earlier.
"I do not apologise Mr Speaker, you can give the microphone to somebody else and I do not withdraw," Babu said.
