Isiolo, Lamu and three other counties are set to receive Sh454 million for the stalled headquarters projects

This is after President William Ruto on Monday assented to the County Government Additional Allocation Bill, 2023 at State House, Nairobi.

The Bill provides a total additional allocation of Sh46.3 billion to counties for the FY 2023 -24 divided into four allocations.

The Bill also set aside and allocated Sh454,000,000 to five counties for the construction of county headquarters offices.

The counties include  Tana River, Tharaka Nithi, and Nyandarua.

The five counties did not inherit adequate facilities that could accommodate the new administration at the onset of devolution, and their construction is at different levels of completion.

The allocation for the construction of the county headquarters is intended to promote devolution by ensuring that the counties have the appropriate infrastructure necessary to perform their respective functions.

Last month, The Senate Finance Committee last month asked the Inter-Governmental Relations Technical Committee (IGTRC) to oversee the transfer of the construction of Sh2.5 billion five counties headquarters from the State Department of Public Works to respective county government

This was after Governors Abdi Guyo  (Isiolo), Muthomi Njuki (Tharaka Nithi), Issa Timamy (Lamu) Kiarie Badilisha (Nyandarua) and Godhana Dhadho (Tana River) appeared before the Senate Finance Committee and expressed concern that the projects have stalled for five to nine years.

The Committee's Chairman Ali Roba said that the five governors should commit themselves to completing the projects while the National Treasury should give assurance that it would provide the required funds and the Public Works Department to release the projects.

“We would like the National Treasury to give an assurance that it will provide the funds for the completion of Tharaka Nithi, Lamu, Nyandarua, Tana River and Isiolo counties headquarters while the five governors should commit themselves in doing the projects,” Roba said.
