Embu County Governor Cecily Mbarire has undertaken a strategic reshuffling of several County Executive Committee Members (CECM) and Chief Officers.

This move is said to aim at optimizing service delivery and fostering seamless operations within the County Government.

According to a memo dated January 12, 2024, the appointed members are expected to assume their roles promptly to address any potential gaps that may arise and facilitate the efficient functioning of the county's administrative machinery.

In the reshuffle, the former Trade, Investment, Tourism, Industrial Development and Marketing CECM Jamal Abdi Runyenje has been posted for the health department.

Francis Ndwiga former Health CECM has been transferred to Trade, Investment, Tourism, Industrial Development and Marketing.

Chief Officer Damiano Muthee has been moved to Finance sector from his previous Roads and Public Works department.

The health department that has seen crisis erupting in the week has seen different Chief Executive Officers in Embu Level Five Hospitals take different twists of reshuffle.

Daniel Mugendi who has been in the acting capacity as the Embu Level 5 Hospital CEO will henceforth host the General Duty at the facility.

Former Chief Officer Gender, Children, Culture and Social Services Bancy Mutuah will commence duty as the acting CEO Embu Level Five Hospital per the memo from the County boss.

The reshuffle coincides with the county doctors resuming work following a two-day intensive industrial action, which they initiated due to what they described as poor working relationships with the county government.

This decision to return to duty was made after paving the way for the implementation of various agreements reached between the 97 doctors, represented by the KMPDU, in the county.

Key among these agreements was the promotion of senior doctors over 55 years of age to the next job group.

They also agreed that common cadre promotions for doctors between job groups M and N will be implemented without delay.

They said there is a shortage of about 50 doctors and they agreed to allocate funds to employ new doctors when a current one leaves service.

Contracted doctors will now be transitioned to permanent and pensionable terms, utilizing funds that were originally earmarked for retired doctors over the past year.

In response to the county government's lapses in remitting third-party deductions, an agreement has been reached to settle all outstanding remittances totaling Sh278 million in the upcoming budget cycle.

Governor Mbarire has announced the formation of a bipartisan technical committee tasked with addressing these issues, with a comprehensive report expected by next Wednesday.
