The Ministry of Water, Sanitation and Irrigation has picked Charles Mutinda Muasya as the Chief Executive Officer for the National Irrigation Authority (NIA).

Water Cabinet Secretary Zachariah Njeru has since forwarded Muasya’s name to the Chief of Staff and Head of Public Service Felix Koskei for approval.

In a letter dated November 28, 2023, the ministry picked Muasya based on years of experience and technical background.

“This is therefore forwarded for your concurrence and approval,” the letter said.

Njeru said there was a competitive recruitment process in which Joel Kepkemboi Tanui, Muasya and Nesline Ogwe Akoth emerged top three with scores of 85.13 per cent, 83.90 per cent and 63.00 per cent respectively.

The National Irrigation Authority was established on August 16, 2019, by the Irrigation Act No. 14 of 2019 as a successor institution of the National Irrigation Board.

The objective of the Irrigation Act 2019 is to provide for the development, management and regulation of irrigation, to support sustainable food security and socioeconomic development in Kenya, and for connected purposes.

Irrigation in Kenya is well anchored in Vision 2030, the Third Medium Term Plan (MTP III) 2018-2022, Big Four Agenda 2018-22 and further cascaded in the Authority’s Strategic Plan 2019-23.

The Irrigation Act is further intended to support sustainable food production by clearly outlining the roles of national and county governments in facilitating irrigation activities in Kenya.
