Scorecard: Raila accuses Ruto of clinging to devolved functions

The opposition leader said the President is interfering with key county government roles.

Azimio leader Raila Odinga has accused President William Ruto of frustrating governors by taking over some of the devolved functions.

Raila, who on Saturday gave President Ruto's government a D- in terms of performance over the last one year, said the Kenya Kwanza administration is not committed to supporting devolution.

He said Ruto's administration has assumed critical devolution roles like affordable housing, Roads, Markets and Industrial parks.

According to Raila, the reason why the national government is clinging to devolved functions is because of the appetite to control the billions of shillings involved.

''They want to build markets so that they can then hand them over to the county governments; all these is because of corruption,'' Raila claimed when he released Kenya Kwanza's scorecard.

The opposition leader said that the national government should not be controlling affordable housing because that is a devolved function hat should be run by governors.

''It is unfortunate that they want to build the houses and then give them to county governments all because of the money involved,'' he said.

He cited the government's fertiliser programme as one of the elements of devolution that the Kenya Kwanza government is controlling.

''This is an agricultural function that is devolved,'' Raila said insisting that President Ruto's administration is not keen to let go devolved functions.

President Ruto has already established a committee that will work out the mechanics of ensuring that devolved functions under the national government are handed over to governors in 17 months.

The opposition chief who on Saturday released a detailed performance index for the Kenya Kwanza administration, said that Ruto's administration has performed below par and dismally.

''The assessment has been done and we have done the rating and our scorecard for this regime is 30 per cent of D minus,'' Raila said.
