Residents must enoy the benefits of devolution, not substandar  dwork.

“Governor Dr Julius Malombe has made it clear that contractors who flout contractual provisos by snubbing project technical specifications and other requirements will be blacklisted,” Water CEC Peter Nkunda said.

He said the county government would not tolerate contractors wo do shoddy work an cut corners  to inflate their profit margins at the expense of the public good.

“We want to see value for money in all our projects,” he said.  Although most contractors are doing a good job, there are a few wayward ones, he said.

Nkunda said Governor Malombe’s foremost objective was to see devolution work in accordance with the Constitution through service delivery and development.

Kitui Water CEC Peter Nkunda and the county water deputy director Kennedy Muteti peruse the records they found with the contractor at the Kwa Ngeu Muvea sand dam on Tuesday.

“Dr Malombe is duly committed to ensure this happens and it can only be realised with cooperation of equally committed contractors and other service providers in order to improve lives of residents,” the CEC said.

Nkunda spoke on Tuesday during the inspection tour of the ongoing building of the Kwa Ngue Muvea sand dam in Kauwi ward of Kitui West subcounty.

The CEC visited the project after the contractor, Tinamax Company Limited, was forced to do the works three times. He stressed that the county technical officers had directions not to compromise quality.

“Our technical officers are under strict instructions to ensure effective supervision of projects. Contractors who deliver substandard work risk not being paid,” Nkunda said.

Kitui county engineer for irrigation Paul Kaleve and a water officer inspect the embarkment of the Kwa Ngue Muvea sand dam on Tuesday July 11.

He said contractors were required to finish projects within given timelines to enable the people of Kitui to reap the desired benefits. He said poor workmanship would not be condoned.

“In the past, we have seen some buildings developing cracks before contractors leave sites and drifts being washed away at the onset of first rains due to poor workmanship,” the CEC said.
