Cabinet approves Kenya-US health cooperation framework

The agreement will strengthen efforts to combat HIV, malaria, tuberculosis and emerging disease threats.

Kenya and the United States are set to deepen collaboration in the fight against HIV, tuberculosis, malaria and emerging infectious diseases after the Cabinet approved a new bilateral health cooperation framework.

The Kenya-United States Health Cooperation Framework was endorsed during a Cabinet meeting chaired by President William Ruto at State House, Nairobi, on Tuesday.

According to the Cabinet, the framework is aimed at sustaining long-standing health sector cooperation while supporting Kenya's transition towards a more self-reliant healthcare system.

The agreement will strengthen efforts to combat HIV, malaria, tuberculosis and emerging disease threats through enhanced disease surveillance, improved laboratory capacity, expanded digital health systems and a more resilient medical supply chain.

"In healthcare, Cabinet endorsed the Kenya-United States Health Cooperation Framework to sustain collaboration in combating HIV, malaria, TB and emerging infectious diseases while strengthening Kenya’s transition to a more self-reliant health system," the dispatch from Cabinet reads.

Cabinet said the framework will also facilitate the gradual integration of more than 13,000 frontline health workers currently supported by the United States into Kenya's public health workforce, as the country moves to reduce reliance on external donor funding.

The approval comes as the government continues to implement reforms aimed at strengthening the health sector and ensuring sustainable financing for essential healthcare services.

The Cabinet has also approved the Sh4.5 billion Mother-and-Child Lifeline Initiative, a partnership between the government and Amsons Group aimed at expanding access to specialised maternal and newborn healthcare across the country.

The initiative will see the construction of 10 Level 4 and Level 5 Mother and Child hospitals in Magadi Road (Nairobi), Galmagalla in Fafi (Garissa), Siakago (Embu), Kisumu County Referral Hospital, Kabichbich (West Pokot), Huruma (Uasin Gishu), Tudor (Mombasa), Bahati (Nakuru), Samburu (Kwale) and Chebunyo (Bomet).

Cabinet also noted that the project will complement the Sh7.8 billion second phase of the Kenya-Austria Mother and Child – Our Future Project, which will modernise maternal and neonatal care services at Kenyatta National Hospital.

"Together, the initiatives will expand specialised healthcare, strengthen the health workforce and improve outcomes for mothers and newborns," the dispatch reads.

The approvals come as the government steps up investments in healthcare infrastructure and workforce development while pursuing broader reforms aimed at improving access to quality and sustainable health services.
