Nairobi Governor Johnson Sakaja has created six administration units while making major changes and reshuffles affecting several middle-level managers.

Sakaja has divided the county into six regions referred to as Boroughs and appointed managers to run them.

The Boroughs include Western, Northern, Southern, Eastern, South Eastern and Central, and each will be under the leadership of a manager.

Janet Waeni Kimeu will manage Western, John Saruni in Northern, Darasso Luka Wario in charge of Southern, George Muga in Eastern, Susan Wanjiru Gichamba in South Eastern and Charles Baldy Mabonga in Central Borough.

“Pursuant to the County Government Act 2012, Sec. 48 and Sec. 72(2), the following transfers and redeployments have been occasioned within the Boroughs and Sub County Administration sector, the Green Nairobi Sector and the Built Environment & Urban Planning Sector,” Acting County Secretary Godfrey Akumali said in a memo to all county employees.

Akumali said the changes have been occasioned by the need to enhance service delivery and efficiency within the county and are aligned to the newly established Boroughs headed by Borough Managers.

The Borough Managers shall be the direct supervisors and coordinators of all county functions at the Boroughs, Sub Counties and Wards.

“The new alignments will affect Sub County Administrators, Ward Administrators, Sub County Commanders and their deputies, Sub County Environment Officers and Sub County Urban Planning Compliance and Enforcement Officers,” he said in the memo dated  November 18, 2025.

Western Barough will have Westlands, Dagoretti North and Dagoretti South sub-counties, while Northern Borough will have Roysambu, Kasarani and Ruaraka constituencies, with the Southern region having Langata and Kibra sub-counties.

Embakasi North, Embakasi Central and Embakasi West will constitute the Eastern Borough, while Embakasi East, Embakasi West and Makadara will form South Eastern Borough with Starehe, Mathare and Kamkunji regions making up the Central Borough.

In the Green Nairobi department, Mercy Amoa will head Westlands subcounty, Salome Gitua Dagoretti North, David Macharia in Dagoretti South, Antony Baka in Langata, Enos Chetambe in Kibra, Meryline Nyanchoka in Roysambu, Ayala Apoko in Kasarani and Ruth Mwendwa in Ruaraka.

Other officers in charge of the environment are Joshua Ageng’o in Embakasi Central, Faith Kibet in Embakasi West, Roy Misiko in Embakasi North, Derrick Murrando in Makadara, Fidel Juma in Embakasi East, Micah Toroitich in Embakasi South, Dancun Miheso in Starehe, Kelvin Mwarania in Mathare and Vivian Moraa in Kamkunji.

Sub-county administrators named are Florence Shikhanga (Westlands), Jane Ndanu Kyarungu (Dagoretti North), Edward Musuni (Dagoretti South), Nelly Ayoti (Acting, Langata), Ronald Mulema (Roysambu), Elizabeth Kyalungu (Kasarani), Jazz Kemunto (Ruaraka), Eston Kiyai (Embakasi Central), Jane Ngima Munyiri (Embakasi West), Francis Nyandago (Embakasi North), Jane Wambui Mwaura Makadara and Harun Kiptum Kirui (Starehe).

“These changes take effect immediately, details of which are also available at the county website: www.nairobi.go.ke,” the County Secretary added.
