DP's Diary: Kindiki escalates empowerment programmes

Deputy President Kithure Kindiki had a busy week, traversing the country for his latest empowerment programmes, visiting at least seven counties.

He started the week with a Sunday service in Amagoro, Teso North, before landing in Kiambu for an empowerment programme.

On Monday, May 19, 2025, Kindiki was in Meru for various programmes, including inspection of development projects.

He said that the National Government is accelerating the construction, equipment and operationalisation of 47 County Aggregation and Industrial Parks (CAIPS), one per county, at a cost of 500 million Kenya Shillings per CAIP, by 2027, in accordance with the PLAN, our manifesto blueprint.

CAIPs are for aggregation, value addition and are the first step towards an industrialised Kenya.

“The first 13, including the Meru CAIP, are set for completion and operationalisation by December 31, 2025. Inspected the ongoing construction of the Meru CAIP that is 80% complete, at Ruiri Rwa Reera, Buuri Constituency,” Kindiki said.

Earlier on the same day, Kindiki received a status update on progress made in the Blue Economy, Mining and Fisheries value chains.

Cabinet Secretary for Mining, Blue Economy and Maritime Affairs Hassan Ali Joho, Principal Secretaries and heads of relevant government agencies are also present.

Kindiki outlined key milestones in the Blue Economy, Fisheries, Maritime and Mining value chains realised since Kenya Kwanza assumed office.

He said that Fisherfolk earning a living from the Indian Ocean and Lake Victoria ecosystem have been supported to transform the Beach Management Units(BMUs) into cooperative societies for maximum benefit and enhancement of household incomes, only possible through aggregation.

He said grants amounting to Sh3.2 billion have been disbursed to 309 BMUs spread across the adjacent Indian Ocean counties of Kwale, Mombasa, Kilifi, Tana River and Lamu and the 5 Lake Victoria shoreline counties of Migori, Homa Bay, Siaya, Kisumu and Busia.

“Some ⁠425 small boats have been distributed across the 5 Indian Ocean counties and the same is to be replicated in the Lake Victoria shoreline counties,’’ he said.

He said fish landing sites are complete in Kwale(Vanga, Gazi and Kibuyuni) and Kilifi county (Kichwa cha Kati and Ngomeni).

Others are in the Lake Victoria shoreline counties, including Sori in Migori County, Luanda K’otieno in Siaya County and Mulukhoba in Busia County.

“Construction of 5 others is ongoing. Fish ports and centres of excellence are also nearing completion,’’ he said.

Kindiki said that in the mining sector, 270 cooperatives have been formalized to aggregate the players in the sector to accelerate impact and enjoy economies of scale.

The DP said that besides the mini grid power plants, the Government is investing in last-mile connectivity projects to reticulate electricity to as many homes and public amenities as possible.

“Availability of power will boost agricultural production in areas like Kinna and Rapsu, where communities are practising mixed farming and agro-pastoralism,’’ he said.

“Happy to commission the completed  27 million shilling Rapsu Last Mile Connectivity Project for lighting 108 households, schools and health facilities.”

Kindiki also visited Kiambu County for an economic empowerment engagement for 70 Small Scale Traders SACCOs in Lari Constituency

On Thursday, May 22, 2025, Kindiki took his empowerment programmes to Kakamega county, where he said that a gold refining company that the government is constructing in Kakamega is almost complete.

The DP termed the one-of-a-kind gold company in Ikolomani, where gold mining is a major economic activity, a game changer in the mining sector.

Kindiki, while on a routine inspection of the site, said the establishment of the gold refinery would immensely benefit thousands of artisanal miners across the country, who have been manually conducting their mining activities despite imminent dangers.

Addressing the press on Thursday morning, Kindiki revealed that the construction of the company, which began mid-last year, would be completed by August this year.

According to him, construction of the essential first phase would be complete by August 31 2025, followed by installation of equipment and actual operationalisation by May 2026.

The DP then travelled to South Mugirango in Kisii County, where he held an empowerment programme on Thursday.
