Cooperatives and MSMEs Development Cabinet Secretary Wycliffe Oparanya received at his home on August 8, 2024.

The family and friends of the Co-operative and SMEs Cabinet Secretary Wycliffe Oparanya on Thursday welcomed him at his Karen home.

The men and women gathered and broke into isukuti dance and songs as CS Oparanya's convoy approached.

The CS briefly waved to them from his car as he was welcomed into his home.

They sang and danced to isukuti tunes while surrounding CS Oparanya's vehicle.

CS Oparanya's vehicle was mounted with the Kenyan flag.

The CS alighted and joined the dance and songs while entering the house.

Oparanya was sworn in on Thursday morning alongside other 18 Cabinet Secretaries.

President William Ruto witnessed swearing in of new Cabinet Secretaries in a function held in State House Nairobi.

Ruto gazetted their appointments on Wednesday after they were approved by the National Assembly.

The swearing-in ceremony was also attended by senior state officials and the family of the new CSs.

Deputy President Rigathi Gachagua and Prime CS Musalia Mudavadi were present.

During his vetting in Parliament, Oparanya gave an undertaking to ensure there are robust regulatory regulatory mechanisms in place and also strengthen the capacity of the board.

He said that it is critical as a ministry to come out with criteria for how the officials of cooperatives should be elected to those who are on the committee and even their appointment.

"Someone is elected to be a board chairman and serves until he goes to the grave. And if he vies in elections, he wins. Why can't we create term limits? he posed.

"We must find out what is the problem. I was thinking why don't we create limits."

"If given a chance I will create a term limit for board members and CEOs. If it's a three-year contract, you renew once and disappear," he said.

Oparanya is a close ally of Azimio leader Raila Odinga and served as ODM deputy party leader until a few days ago when he resigned to take up the CS nomination.

Oparanya replaces Simon Chelugui.

Ruto assured the new CSs of his full support in discharging their mandate to Kenyans.

He said that he will be leading by example as a good steward of public resources and accountability.

Ruto said the people of Kenya have made their expectations known in bold terms.

He added that they have also made their intolerance for failure, inefficiency, corruption, and ineptitude equally clear.

"As champions of the nation’s development agenda, you will be team players, servant leaders, faithful trustees, effective stewards of the people’s interests, and dependable custodians of their resources."
