Treasury allocates Sh92.1 billion for housing

The National Treasury has allocated Sh92.1 billion for the Housing, Urban Development and Public Works.

This includes Sh8.3 billion under the Kenya Urban Programme and Sh3 billion to Kenya Mortgage Refinance Company for enhancement of the company’s capital as well as for on lending to primary mortgage lenders.

Treasury CS Njuguna Ndung'u allocated Sh32.5 billion for construction of Affordable Housing units, Sh15 billion for construction of Social Housing units and Sh14.7 billion for social and physical infrastructure.

“Mr Speaker, other proposed allocations to the Housing, Urban Development and Public works sector include: Sh11.3 billion for the Kenya Informal Settlement Improvement Project-Phase II; Sh1 billion for construction of markets; Sh1 billion for the National Slum Upgrading Programme,” he said.

The CS allocated Sh1 billion for the construction of housing units for the National Police and Kenya Prison; Sh496.3 million for construction of 67 foot bridges; and Sh444 million targeted to support construction of county headquarters.

During the financial year 2023-24, CS Ndung'u allocated Sh1.2 billion for processing and registration of title deeds; Sh2.6 billion for settlement of the landless; Sh755 million for digitisation of land registries; and Sh138.3 million for construction of land registries.

To ensure affordable housing, the CS had allocated Sh35.2 billion for the housing programme.

This included Sh7.3 billion under the Kenya Urban Programme; Sh5 billion to Kenya Mortgage Refinance Company for enhancement of the company’s capital as well as for on lending to primary mortgage lenders; Sh3.2 billion for construction of Affordable Housing units as well as Sh3.3 billion for construction of Social Housing units.

Other key allocations included Sh5.5 billion for the Kenya Informal Settlement Improvement Project-Phase II; Sh5.2 billion for construction of markets; Sh932 million for maintenance of government Pool Houses; Sh1.1 billion for the construction of housing units for the National Police and Kenya Prison; Sh637 million for the Kenya Municipal Programme; Sh150 million for construction of foot bridges and Sh300 million for the Development of Appropriate Building Technology.

Ndung'u said the government’s commitment is to turn the housing challenge into an economic opportunity to create quality jobs for over 100,000 young people graduating from TVETs every year directly in the construction sector and indirectly through the production of building products.

This, he said, will be achieved through among other measures facilitating delivery of 250,000 houses per annum and enabling affordable housing mortgages.
