Nairobi Governor Johnson Sakaja has directed the enforcement of the Unified Business Permit (UBP) across the 17 subcounties.

In a statement on Tuesday, Sakaja said they have formed the revenue and compliance teams with properly-uniformed officers for enforcement.

The officers have also been provided with gadgets to detect the status and validity of the UBPs. 

"The names and contact details of the teams will be published in the dailies and on the county website to prevent impostors," Sakaja said.

"The officers will soon have staff IDs with a QR code for members of the public to scan and verify their legitimacy."

The enforcement has come at the end of a three-month grace period, which ran from January, when UBP was launched, to March 2024.

The governor had restrained the county's compliance officers from verifying payments, to give customers time to adopt the UBP and, take advantage of the land rates penalty and interest waivers issued in January.

He stated that the combined compliance teams will assist business owners to comply with all county requirements and enforcement will follow later for those that still fail to comply.

The 17 teams, led by County Executive Committee Members and County Chief Officers comprise various officers including subcounty administrators and revenue officers.

They are tasked with compliance checks and verification of up-to-date payments of land rates, parking fees, Unified Business Permits, building permits, billboards, and advertisements (movable & non-movables).

They will also check the payments for market services charges, houses and market stalls rentals, medical, health and fire certificates, and loading zones among other levies, fees, and charges for 2024.

He notified residents that the county operates a no-cash policy in revenue collection.

"Customers are advised to make their payments through the Nairobi City County Government revenue collection accounts once they obtain their invoices," the county said.

Customers may pay using Cooperative Bank under the account name Nairobi City County Revenue Collection. Account number 01141232396600 or Equity Bank under account name Nairobi City County Revenue Collection. Account number 1600284509139.

They can also use the USSD Number *647#.

Finance and Economic Planning executive Charles Kerich advised revenue payers to visit the NairobiPay service Portal (www.nairobiservices.go.ke), City Hall Annex customer service Centre offices, or any subcounty Finance offices for further clarification.

"Business owners are encouraged to cooperate during this exercise to ensure compliance," Kerich said.
