A new report has exposed why implementation of development projects in most counties lags behind despite the billions of shillings they receive every year.
Many counties are increasingly abandoning development projects to pay their workers.
The budget implementation review report by Controller of Budget Margaret Nyakang'o shows that the devolved units spend up to six times more on personnel emoluments than on development.
This could explain why many Kenyans complain about little or no development at all in their areas.
The report is covering the first quarter of 2023-24 FY (July 1- September 30).
