A county in an urban setting is said to be losing millions of shillings in payments made to proxy companies managed by senior officers at the devolved unit. An insider said the finance chief officer has been orchestrating illegal payments to four firms at the centre of the scam. In one incident, one of the firms is said to have been paid Sh10 million to supply brooms and dustpans to the department of environment and solid waste management.
