State to replace ageing civil servants with youths, says CS Kuria

Recruitment will be carried out digitally under the ‘Jobo Bila Connection’ programme.

The government says it’s keen to replace hundreds of retiring workers with the youth to improve services.

The recruitment will be carried out digitally and under the ‘Jobo Bila Connection’ programme to give all applicants an equal opportunity.

This came as the Ministry of Public Service, Performance and Delivery Management announced that performance of all ministries and counties will be done on a monthly basis.

CS Moses Kuria said the public service is aging, and this is adversely affecting service delivery and productivity.

Kuria said the current form of manually applying for government employment is skewed, hence the move to go digital.

“We have thousands of graduates who have given up on government jobs due to the skewed hiring process and this can be changed by going digital," he said.

The CS spoke during the end of a human resource management  conference organised by the Institute of Human Resource Management in Naivasha.

He praised the role of IHRM, stating that from next month it will be mandatory for all HR managers in government to be members of the institute.

“As we make sure that all HR managers are certified by IHRM, we are calling on the private sector to assist in taking up youths for internship,” he said.

Kuria said thousands of civil servants were on their way to retirement, adding that hundreds of jobless youths should be given the first priority.

He added that in a bid to improve service delivery, ministries and county performance appraisal will be conducted every month.

Kuria defended the recent move to increase NSSF contributions, noting that this would be of benefit to retirees.

“Ageing civil servants should accept their time is up and allow the young ones to take over as we give our youths a chance to serve us,” he said.

IHRM national chairman Phillip Odera called on the ministry to make sure that all HR managers in public service had the right qualifications.

“The HR department is critical to any organisation and we are calling for support from the State and private companies so as to improve service delivery,” he said.

Public Service PS Amos Gathecha promised that a circular would be issued directing HR managers to be IHRM members.
