Kuria: Why county workers should sign performance contracts

Some Governors have subjected their cabinet members to sign performance contracts.

Public Service, Performance, and Delivery Management Cabinet Secretary Moses Kuria advocates for the county staff to be subjected to performance contracts.

The CS on Wednesday said that as long as an officer is paid using taxes from Kenyans, they should sign a performance contract.

"As a government, we are very focused on the issue of performance and delivery. All of us have signed performance contracts. But county workers are out of that performance contract regime," Kuria said.

The CS speaking in Kericho stated that it is ripe for all workers to be under a performance contract.

"It's high time Kenyans demanded that you must sign a performance contract. Whether you are in National or county government. You must sign an agreement with the people of Kenya through the performance contract," Kuria said.

The CS explained that in the National Government drivers, mechanics and cleaners all signed a performance contract yet there is a doctor at a county hospital whose performance cannot be accounted for.

He said his ministry will see how best it can work with county governments to see how such workers can be under performance contract.

In August, all cabinet secretaries signed a performance contract at the State House.

As a result, some Governors also subjected their cabinet, which is made up of County Executive Committee Members to sign the performance contracts.

Kisumu, Kakamega, Nairobi, Isiolo, Nyeri,  Kitui, Nakuru, Baringo and Kilifi are some of the Governors whose cabinet signed the documents.

However, If most counties adopted CS Kuria's proposal, county workers would also be measured using performance contracts.

Most Governors said that performance contracting is a top leadership tool for holding executives to account for their performance, managing, implementing, evaluating, rewarding and sanctioning staff.
