MPs Mulu, Elachi top debaters in Parliament—report

MPs Makali Mulu (Kitui Central), Beatrice Elachi (Dagoretti North) and James Nyikal (Seme) are among top debaters in the National Assembly, a new Parliamentary scorecard report indicates.

Also in the list of most active members include Ken Chonga (Kilifi South) and Geoffrey Kiringa Ruku (Mbeere North).

Amongst the top performers, only Ruku is doing his first term with the rest being seasoned politicians either serving second or third terms.

The report released one year after elections also indicates that Senators Samson Cherargei (Nandi), Eddy Oketch (Migori), John Kinyua (Laikipia) and Mohamed Faki (Mombasa) are the top contributors in the Senate.

The 2023 scorecard analyses the contributions of members and the legislative output of the 13th Parliament since being sworn in on September 8, 2022.

Members serving in the positions of leadership have been exempted from the rating because of the privileges they enjoy as a result of their positions in terms of speaking in the House.

In the women category, Elachi, Sarah Korere (Laikipia North), Beatrice Kemei (Kericho), Lilian Gogo (Rangwe) and Phylis Bartoo (Moiben) emerged top.

Listed as least active MPs include Teresia Wanjiru Mwangi (nominated), Elizabeth Kailemia (Meru) and Muthoni Marubu (Lamu).

MPs Gitonga Mukunji (Manyatta), Irene Mayaka (nominated), Josses Lelmengit (Emngwen), Robert Ngui Basil (Yatta), Joshua Kimilu (Kaiti) and Amos Mwago (Starehe) were the top contributors in the youth category.

Least active young Parliamentarians included Japheth Nyakundi (Kitutu Chache North), Zaheer Jhanda (Nyaribari Chache) and Teresia Wanjiru Mwangi (nominated).

According to the report, top contributors in the National Assembly raised issues on public investments initiatives, non-performing loans in public debt, Kibera housing and environmental conservations.

They also deliberated on the kitchen programme in Kawangware, school feeding programme in ASAL areas and National Hospital Insurance Fund.

In the Senate, some of the issues that they raised touched on land historical injustices, promotion of mental health and education for learners with disabilities.
