Kirwa: Ruto's style of leadership is micro-management

Ruto scolded some CSs and PSs who he said have scanty information about the dockets they hold.

Former United Democratic Alliance vice chairman Kipruto Kirwa has referred to President William Ruto's style of leadership as micro-management.

Speaking on Wednesday at K24, Kirwa noted that Ruto is like a manager who feels the need to control aspects of their employee's work & decision-making to an extreme degree.

"He (Ruto)  will spend a lot of time micro-managing a department such that ministers are in perpetual fear," he added.

Kirwa explained that when one is in perpetual fear, they are not likely to make a decision as an individual.

On Tuesday, the President locked out a number of CSs from accessing the State House to sign their performance contracts. 

The CSs were locked out because they arrived late to the meeting thus ended up not signing their performance contracts. 

Looking at the cabinet, Kirwa said the President appointed a team of politicians as per the work they did to play politics.

However, he noted that time was ripe for Ruto to make a change if he wanted to deliver.

"But Ruto may need now to re-engineer the team so that it becomes one of performance, " Kirwa added.

Still on Tuesday, President Ruto scolded some Cabinet Secretaries and Principal Secretaries who he said have scanty information about the dockets they hold.

He said some of the CSs and PSs are clueless about what is happening in their respective departments and ministries.

“I call many PSs and ask them what is going on here and they have no clue and this is your department, that is the job that you have; you are not a messenger, you are not a security person, you are not photographer, you are not a watchman,” Ruto said.

“You are the PS or the minister and you don’t have information, how do you run a ministry, a department, or a parastatal if you have no information? That is the highest level of incompetence," he added.
