How TSC plans to align itself with Ruto’s bottom-up agenda

The Teachers Service Commission (TSC) has implemented plans to align with President William Ruto’s Bottom-Up Economic Agenda (BETA).

Through the plan, TSC will set overall goals and determine mechanisms for achieving them.

While launching its five-year plan, the commission is set to curb teacher shortage in institutions by recruiting and equitably distributing teachers to public schools.

TSC CEO Nancy Macharia said the teaching service is a key enabler in providing the skills and competencies required in achieving the aspirations under BETA.

She said that in the next five years, they project to recruit a total of 111,870 teachers.

However, Macharia insisted that the commission needs an additional Sh134.5 billion for the successful implementation of the plan.

“This plan will serve as a basis for planning and resource allocation to not only support the education vision under BETA but also the efficient and effective execution of the Commission’s mandate,” Macharia said.

According to Ruto’s Agenda, the government will establish a one-year paid National Internship Programme for all students graduating from teachers, technical and medical colleges, and universities, by collaborating with industry players.

In its role to achieve the Agenda, TSC will review the internship policy and strengthen the teacher internship programme.

She added that the plans will enable the commission to establish an Institute for teacher support and professional development.

“This will assist the commission to identify challenges, risks and propose appropriate interventions in a timely manner,” Macharia said.

In order to domesticate teacher recruitment and deployment at the entry level according to the UNESCO teacher deployment practice, TSC will develop and operationalise an affirmative action framework in teacher management.

Further, the commission will also Implement the staffing norms policy.

Macharia reiterated that the effective implementation of the plan will call for a robust monitoring, evaluation and reporting mechanism.

“The strategic focus areas outlined in this plan will inform the annual performance targets and implementation priorities,” Macharia said.
