A statement by Roads and Transport CS Kipchumba Murkomen on Tuesday said the appointment was made by the Secretary General of the International Civil Aviation Organization in concurrence with the government.
Mbugua has a work experience of over 25 years in civil aviation and has held various leadership roles in the industry.
This includes the CEO/Managing Director at the Kenya Airports Authority, Head of Marketing and Revenue Management at Kenya Airways and served on Airports Council International (ACI) World Standing Committees of Economics and Environment.

The CS said the ICAO Eastern and Southern Africa Office is primarily responsible for maintaining continuous liaison with the 24 states it is attributed to.
He said Mbugua's appointment is a pride to the country and will help improve Kenya's growth and development in the aviation and transport sector.
"It lays the foundation for further breakthroughs within our transport sector and opens the door to further recognition of our efforts to innovate and revolutionize air transport for economic transformation," Murkomen added.
The CS assured of Kenya's commitment to delivering its mandates to the ICAO.
This is in line with the provisions of the Chicago Convention.
Murkomen added that the country was going to take part in furthering ICAO's strategic goal of ensuring an efficient, safe, secure and sustainable global aviation industry.
