Family members said Kevin Ouma Opul, their son, was shot after a disagreement with a police officer while both drinking at a bar in Kondele area on Monday last week.
Yvonne Otieno said he's her cousin and was staying with her; he had gone to the bar to unwind.
She said when her cousin realised the person he was arguing with had a gun, he pleaded that he be left to leave the bar and go in peace but the officer refused, demanding to see his ID.
Otieno said the officer, who was in plainclothes, shot Opul three times, leaving him with serious injuries.
Opul was shot in the hand, lower abdomen and hip.
Speaking to the press in Kisumu, Otieno said the officer is stationed at Kisumu Central police station and nothing has been done to make him accountable.
She called for action against the officer who is free and going on with his duties since not even a statement has been taken from the suspect.
Otieno said her cousin is at Jaramogi Oginga Odinga Teaching and Referral hospital in Kisumu where he is undergoing treatment.
She said they reported the matter but so far no statement has been taken from his brother.
"The only people who we have seen is an officer from Independent Policing Oversight Authority who came to inquire what happened."
However Kevin's father Leonard Opul could not hide his tears while explaining to the Star how he was called that night and told what had happened to his son.
"My home is in Bondo and when I got the news, I could not sleep, I travelled the next day early in the morning to Kisumu to see my son and find out what had happened."
He said it was unfortunate that an officer of the law who should be protecting the people turned against an innocent and unarmed man, shooting him three times.
"I have been travelling daily from Bondo to Kisumu to see my son and follow up on this issue. All we want is justice for my son who is still in so much pain."
He also called on the human rights bodies and Ipoa to come in and assist them to get justice and not let the case wash away.
Kisumu Residents Voice Association chairman Audi Ogada gave the police a 72- hours notice to arrest the suspect.
Audi said an officer is a well-known person.
"As a matter of justice, we demand that the officer be arrested and charged. The boy is currently in the hospital in a lot of pain," he told the Star.
