New DCI team tasked to contain rising crime in the country

The new team consists of men and women who are seen experienced to manage rising crime

When he came to office last month, the new Director General of the Directorate of Criminal Investigation Mohamed Amin promised to confront all forms of crime with all tactics to address the trend.

He acknowledged that teamwork is part of the solution to address the menace that is rising in different forms across the country.

Amin says he is committed to dealing with all manners of crimes without favour and in strict conformity with the provisions of the law.

On November 1, he reshuffled top DCI officers in the country and recalled all officers of the rank of Assistant Inspector General of police and posted them to directorates there as part of efforts to address the issue.

Officials say he is set to also make changes in other levels including the County Criminal Investigations Officers (CCIOs) and Sub County Criminal Investigations Officers.

He will also close some sub-counties in the process. In the new changes, Central region Criminal Investigations Officer Bernard Nyakwaka was moved to headquarters and named the director of complaints.

Nyakwaka is a career detective who has served various stations including Nairobi, Anti-Narcotics Unit, Kenya Airports Police Unit and North Eastern. He has the experience to help in managing the trend.

The railways formation head of DCI Wanderi Mwangi was moved to the planning directorate. Mwangi is a former head of the defunct Flying Squad, which was tasked to contain violent crimes in the country.

He also served in various units within the DCI including personnel. Officials say he has the experience to drive the new agenda.

Coast head of DCI Bernard Baraza who was moved to the reforms section is also a career DCI having served in Central, Western and North Eastern.

Amos Omuga who was initially at the DCI academy was moved to the legal section where he had been up to 2021 when he was transferred. He is supposed to advise the DCI on various legal issues.

John Onyango, who was in charge of the DCI in Nyanza region was moved to the headquarters as the Head of Crime Research and Intelligence Bureau and replaced Paul Mumo who was taken to police headquarters.

The section is key in managing crime trends in general. It is used to monitor the trends and analyse them for action.

Head of operations Nairobi region Said Kiprotich was moved to DCI headquarters and named the head of operations.

As the head of operations, Kiprotich will be seen as the engine in the management of crime in the country.

He is a former head of the defunct Flying Squad and Special Crimes Prevention Unit. He also served as head of police in Kilifi and Taita Taveta Counties.

Kiprotich is now tasked with coming up with various operational plans to address the crime trends in the country.

Paul Wachira, the Nairobi regional head of DCI, was moved to the headquarters and named the deputy at the Investigation Bureau (IB).

Wachira is a former head of DCI in the Rift Valley region and Nyandarua County.

As the deputy at the IB, he is seen to be critical in managing investigations given his experience in the area.

The Director of Forensics Margaret Karanja who is a former deputy head of DCI in the Nairobi area was moved to the Anti-Narcotics Unit as the head.

ANU is critical in its operations now with reports of increasing cases of trafficking and consumption. She will replace long-serving head Hamisi Massa who retired.

Francis Wanjau, who was the DCI boss in Kisumu County, was promoted to the position of Rift Valley Regional DCI boss.

Wanjau served in the defunct Flying Squad, DCI Kabete, Laikipia and Changamwe. He comes to the region facing various forms of crime in general and will be tasked to contain the trend.

Long-serving head of ballistics at the DCI Johnstone Mwongela was moved to the forensics and named the director.

He will be tasked with efforts to equip the forensic laboratory to help police in managing crime in general. The solution to various crimes is key in managing the trend.

Head of DCI in Migori Joseph Koini was moved to the headquarters and named head of logistics.

He will be tasked with efforts to ensure the department has vehicles and other resources for operations. He is a career detective who has served in the Eastern region, Mombasa and Rift Valley.

Mombasa deputy head of police Peter Njeru was named the new head of DCI in the Nairobi region.

His will be a tall order given Nairobi is experiencing a rise in crime. Njeru served in ANU, as OCPD in Mbooni in Makueni and Njoro in Rift Valley.

Officials say he is a sharp man who will be key in addressing the trend. Bethuel Oburu, who was the Marsabit County Criminal Investigations Officer (CCIO) was promoted to the position of Central Kenya regional DCI.

He is a career detective who has served in Nairobi, Nakuru, Eldoret and eastern region.

Abdallah Komesha, the National Centre for Counter-terrorism representative was moved to the headquarters as the head of personnel and swapped positions with Gideon Kibunjah.

Komesha is a career officer who has served in Banking Fraud Unit, land fraud unit and counter-terror section.

Uasin Gishu CCIO Ali Bule was moved to Coast and named the regional head there.

Bule is a career detective having served in Meru, Nairobi in Industrial Area and Langata. Officials say he is an experienced officer to take the mantle there.

The new RCIO for Nyanza Geoffrey Kathurima has served in Kilifi, City Hall, Meru and KAPU.

He moves to a known territory in his career and will be replaced by Bomet County police commander Esther Seroney who is a career detective having served in Migori, Kakamega, Busia and DCI headquarters.

She was among the ten candidates who were shortlisted to succeed ex-DCI George Kinoti.

George Kisaka was moved from DCI library to Eastern and named the RCIO. He is a former DCI boss for Machakos, Athi River, Marsabit and Embu while Samson Kiptum was moved to North Eastern and named the RCIO. He is a former head of DCI in Turkana, Kakamega and Kisii.

The head of Serious Crime Unit Obadiah Kuria was taken to Turkana and named CCIO. He is a career officer who has steered the unit to be a professional one.

He was recently in the news when he swore an affidavit to ask for the dropping of the Sh7.4 billion scandal against Deputy President Rigathi Gachagua.

Hussein Bakari was moved to Kisumu and named the CCIO while Daniel Kimulwo was named the Uasin Gishu CCIO. They are both career detectives.

The new team consists of experienced officers who will boost Amin’s efforts to address crime in general.

Last month, Nicholas Kamwende was named the deputy Director General at the DCI while Eliud Lagat was promoted and named head of the Investigations Bureau (IB).

Lagat took over from John Gachomo who was recalled to police headquarters while Johnstone Kola was named new director of Anti Terror Police Unit (ATPU).

The main functions of the DCI include collection and provision of criminal intelligence, investigations on serious crimes including homicides, narcotics, money laundering and economic crimes, maintaining of law and order and detection and prevention of crime.

They also apprehend offenders, maintain criminal records, coordinate country Interpol Affairs, and carry out investigation of matters that may be referred to it by the Independent Police Oversight Authority.

The personnel are currently deployed to various government offices to conduct their mandate.

The main units under DCI include Anti-Terror Police Unit, Anti-Narcotics Unit, Interpol regional bureau, DCI Academy, Bomb Disposal Unit and Banking Fraud among others.
