State to digitise, devolve land records to speed up title issuance

The government has launched a programme to issue about 500,000 tittle deeds in this year to address historical injustices, Lands CAS Gideon Mung'aro has said.

Mung'aro said plans to digitise the lands offices and devolve records to reduce delays are underway.

The CAS said the ministry has established a rapid response initiative in marginalised counties to ensure they are given priority for title deeds' issuance.  

 

He told journalists in Mombasa yesterday that Nakuru, Laikipia, all six coastal counties among others will be considered first. 

“We identified six areas. Some are specific counties while others are the entire region. Coast is among those regions which benefitted entirely,” he said.

In Kilifi alone, in the next month, the ministry will issue more than 10,000 title deeds, he said. 

He said Kwale will also receive 10,000 title deeds while Taita Taveta county shall get 30,000 tittle deeds in three months.

The CAS said Lamu and Tana River counties shall also benefit.  

“In Mombasa, we have areas such as Mwakirunge, Kadzandani, Mafisini. These are all the areas which we are working on processing tittle deeds,” he said.

 

Other areas set to benefit he said include Mikanjuni in Mtwapa where the government acquired the land to subdivide to over 10,000 families.

He said in Mkanjuni the government came with a programme similar to that of Waitiki in Likoni and soon they will be issuing title deeds to the squatters.

“We have good plans for land in Coast and the whole country at large people should be patient,” he said.

Mung'aro said they have had talks with owners of private lands to reduce the problems of demolitions of houses.

He said the ministry was keen on reducing the wars between squatters and private landowners. 

The CAS said they are also working on a programme to revoke all title deeds which were obtained illegally.

Mun'garo said they are working hand in hand with the National Lands Commission to investigate such parcels.  

“The president ordered waiver of tax in all the title deeds we are issuing so as to fast-track the process and ensure people obtain title deeds quickly,” he said.

He said the move will end the problem of tittle deeds staying for long in Lands offices because of failure by the owners to pay for them.
