CS Keter risks censure over Uhuru project in Wajir

Keynan say he should be censured or impeached for not implementing the President's directive to connect the area national grid

Energy CS Charles Keter risks an impeachment motion in Parliament for allegedly failing to implement President Uhuru Kenyatta’s directive to connect a Wajir area to the national grid.

Eldas MP Aden Keynan has pledged to sponsor a censure motion against the Energy CS for ignoring to solve Wajir electricity problems as the President ordered.

Keynan said that in 2017 Uhuru, while campaigning in Wajir, promised to have the area connected to the national grid. But it hasn't happened two years on.

The Eldas lawmaker told journalists he will move the censure motion in two weeks if the Energy CS does not act.

He accused the Keter CS of failing the President through 'blatant refusal' to implement Uhuru’s promise.

President Uhuru and Deputy President William Ruto promised on April 8, 2017, that residents would have reliable electricity.

“Mr President, commitments are godly, come to the rescue of your people,” Keynan appealed to Uhuru.

The MP, who is also a commissioner at the Parliamentary Service Commission, confirmed that he is collecting impeachment signatures.

"All state officers are accountable to the people. You can imagine in this era, an area is without electricity for two good years. In fact, energy sector is critical in implementation of Big Four Agenda," Keynan said at Parliament Buildings yesterday.

"The CS has failed his duty enshrined in the constitution ... If you have a Cabinet Secretary who has refused to implement President's direction, we are duty-bound to correct that by invoking our legislative mandate."

He said Wajir Town has not had reliable power in a long time and Keter only visited the area once after Uhuru’s promise.

Lack of electricity,  he said,  has slowed development as residents incur millions of shillings in business losses.

Businesses, hospitals, learning institutions and security camps which depend on electricity have suffered due to the power outage.

This is however not the first time an MP is threatening censure motion against a Cabinet Secretary.

A section of MPs last year threatened to censure Treasury Cabinet Secretary Henry Rotich over the fuel tax which caused major public outcry.
