Kajiado MCAs pass bill to allow Lenku, deputy and speaker to fly flag on their vehicles

Kajiado governor, his deputy and assembly speaker will soon be flying the official county flag on their vehicles once a new bill is signed into law.

The assembly last week passed the county emblems, symbols and names Bill 2018 that will legally allow the three to hoist a flag on their vehicles.

The assembly amended National Flag, Emblems and Names Act, Cap.99 to allow the county CEO and the assembly speaker to hoist official flag but rejected a proposal by the legal affairs committee that had included members of the county executive committee to also hoist the official flag.

MCAs led by Kaputiei North ward representative argued that if CECs are allowed to fly the flag, members of the assembly would also be considered.

The amendment was immediately effected and CECs were disallowed.

The governor is now expected, any time this week, to assent to the Bill into law and make Kajiado county the first in the country to pass such a law.

County assembly committee on justice, legal services and delegated legislation under the chairmanship of nominated MCA Rebecca Kipino sponsored the Bill after subjecting it to public participation.

Kipino on Sunday told the Star she is excited after the Bill was passed with amendments last week, and that she is optimistic governor Joseph Lenku will sign it into law before the end of the week.

The assembly removed the county senator from those who will fly the flag on submissions and views that he doesn’t have an official vehicle.

Kipino said other than hoisting the official flag on their vehicles, a county flag will also be hoisted at all official functions attended by the governor or CECs at the headquarters of county government, head offices of sub-counties, Wards and villages.

The flag will also be hosted at the county assembly, public schools, hospitals and at places where the governor will be officially addressing the public.

The governor and any visiting governor shall be referred to as His Excellency the Governor and the same will apply to the deputy governor and his visiting deputy governor.

Speaker of the assembly and a visiting speaker of another county shall be referred to as honourable speaker in the new law.

Members of the assembly and a visiting member of another county assembly shall be referred to as

an honourable member of the county assembly.

The CECs be referred to as an honourable member of the executive. Wife of the governor to be referred to as Her Excellency the first lady.

Any individual found flouting the law regarding the official use/misuse of the county flag shall be liable to a fine of Sh10,000.
