Githinji spent NYS cash on car - EACC

The Ethics and Anti-Corruption Commission wants NYS former director general Nelson Githinji charged with using public money to service a private car.

The commission has requested Director of Public Prosecutions Keriako Tobiko approve abuse of office charges against Githinji.

The EACC accused Githinji of servicing and maintaining a private vehicle, registration number KBS 475S, for Sh497,335 paid for by the National Youth Service.

The agency said Githinji should be charged alongside Nicholas Makokha, the chief inspector of NYS, and Geoffrey Kiriha, senior superintendent Mechanic at NYS.

“The EACC recommends the suspects be charged with abuse of office, conspiracy to defraud and fraudulent acquisition of public property,” a statement from the DPP said yesterday.

Tobiko said he is reviewing the recommendations and will decide soon.

Githinji resigned in November after Tobiko ordered his prosecution for allegedly attempting to block a probe into a conspiracy to steal Sh695 million.

He was charged on November 18 alongside former Devolution PS Peter Mangiti.

Devolution CS Anne Waiguru resigned on November 21 during a public outcry over scandals surrounding the ministry and NYS.

She said she blew the whistle on Sh791 million NYS theft.

On January 12, Sam Michuki was appointed to replace Githinji.

Michuki was senior NYS deputy director in charge of the Kibra slum upgrading project but was relieved of his duties by Waiguru.

The EACC has also recommended the prosecution of nine Turkana county officials for alleged abuse of office.

They are Aposo Namoru, Benson Logei, David Moranga, Joseak Kosgei, Lawrence Lolii, Nancy Tatoi, Stephen Gole, Tioko Logorion and Wilfred Lokiyoto.

They are accused of awarding a contract to rehabilitate Lodwar-Napeikar-Moruese road for Sh11 million, though the KRRA had done similar work for Sh1 billion.
