The Commission on Revenue Allocation has urged the counties to step up public participation in their operations.
The CRA chairman Micah Cheserem said Kenyans must put the county governments to task on accountability.
“The money we allocate counties is tax collected from Kenyans. It’s therefore not proper for people to watch helplessly as it is misused,” he said.
Cheserem said the constitution is clear that the public must participate in county government operations.
He was speaking yesterday during the 4th Annual Congress of Chairpersons of Constitutional Commissions and Independent Office Holders in Eldoret.
The Salaries and Remuneration Commission chairperson Sarah Serem, National Police Service Commission chair Johnston Kavuludi and Controller of Budget Agnes Odhiambo are attending the two-day forum.
Uasin Gishu Governor Jackson Mandago, the host, was present.
Odhiambo said Kenyans should not fear reporting corruption in the counties.
“Our offices are open and the public should use all institutions available to report corruption and help in good management of public resources,” she said.
The Bungoma wheelbarrows, which cost Sh109,000 each, were cited as a classic example of corruption, which threatens devolution.
The Commission for the Implementation of the Constitution chairman Charles Nyachae said counties and the national government should follow the law and exercise transparency and accountability.
He said Kenyans must be empowered through civic education so they do not feel sidelined in any way.
