A petition was filed yesterday with the Clerk of the National Assembly seeking the sacking of Kazungu Kambi as the Labour Cabinet Secretary.

The petition accuses Kazungu of being part of a scheme to transfer some trade unions from the Central Organisation of Trade Unions (COTU) to the Public Servants Trade Union (PUSETU)

“The qualifications of Hon Kazungu Kambi has been raised on various fora and to date he has never produced his original academic certificates for scrutiny. He has no known experience to run public affairs and has failed to live to the expectations of his oath of office and to uphold the Constitution of Kenya,” the petition also states.

The petition was filed by Bomet Central MP Ronald Tonui on behalf of officials of 30 trade unions.

Once the petition is formally read in the House, it will be forwarded to the Labour committee who must respond within 60 days to advise on whether to accept or reject the petition.

The petition also asks the House to probe Kazungu’s transfer of William Langat, the Registrar of Trade Unions, to the Ministry of Industrialisation and Enterprise Development.

The petition claims that the transfer on February 26 violated the Labour Institutions Act and the Constitution. They have said Langat was appointed by a gazette notice on November 18, 2009 by then Labour minister John Munyes as per the Labour Institutions Act.

The unions have questioned the appointment of former Senior Lands Registration officer Esther Nyambura Gicheha who replaced Langat.

Kazungu is accused of attending meetings where KNUT secretary-general Wilson Sossion wanted Langat, while Registrar of Trade Unions, to help transfer the Aviation and Airport Services Workers Union from COTU to PUSETU.

Kazungu is accused of helping to illegally deregister and replace legitimately AASWU officials.

Langat allegedly refused to effect the changes and to place AASWU under PUSETU. He was then allegedly summoned by Kazungu and informed of his transfer.

“The Cabinet Secretary has brought the office of the Cabinet Secretary to disrepute and his decisions for the period less than a year in the ministry has led, and continues to lead to confusion, chaos and massive loss of public trust in the institutions under his ministry,” the petitioners added.
