Division for revenue, which has been the source of contention between the counties and the national government was one of the major issues for discussion during the two-day summit.
The summit was chaired by President Ruto and COG chairperson Anne Waiguru acting as the deputy.
The law requires that the summit is held twice a year.
Also discussed during the meeting was the longstanding delay in the transfer of some key functions to the counties.
