Siaya MCAs initiate plan to impeach Water CEC Julie Onyango

They are accusing her of failing to honour summons by the assembly committee.

The County Assembly of Siaya has begun the process of kicking out governor James Orengo's first County minister.

The move to impeach the CEC for water, sanitation, environment and climate change Julie Onyango was announced on Wednesday.

This was after the West Uyoma MCA Justus Oguta who also chairs the house committee on water and natural resources tabled a notice of motion before the assembly.

The motion was overwhelmingly supported by 39 out of the 42 members and adopted.

It will be considered for debate on Thursday (March 16) after being properly tabled by the relevant committee.

The motion was presented before the house on Wednesday pursuant to Section 40 of the County Governments Act, 2012 and Standing Order 73 (2) of the County Assembly of Siaya Standing Orders.

The county executive committee member for Water, Sanitation, Environment, Climate Change and Natural Resources is in trouble over claims of gross violation of the Constitution, abuse of office and gross misconduct.

The MCAs are accusing her of failing to honour the summons by the assembly committee to appear before it on three occasions to answer questions and concerns touching on her department.

She is further being accused of lying under oath, harassment of junior officers and alleged assault of a female member of the public at a village in West Sakwa ward.

When the CEC was reached for comment, she denied the allegations as mere fabrications.

She said that when she was first summoned by the assembly, she sent an officer because she was not able to attend in person due to unavoidable circumstances.

"The second time, the summons was delivered late but I still reached out to the assembly through a phone call," she said.

The CEC said that her troubles with the MCAs began about a month ago when she pushed for the arrest of people who were engaged in illegal water connection in the West Sakwa ward.

"I'm being tormented because I have disrupted the smooth operation of water cartels that were disrupting water supply to residents of Bondo Town," she said.

She said that she was warned of dire consequences for her actions that saw a lady behind the illegal connection arrested by the police.

"No law requires me to inform an MCA of an inspection am carrying out within the county. I was moving in to establish why there was persistent erratic water supply in Bondo Town," she said

Her impeachment motion comes as talk of division between governor James Orengo and his deputy William Oduol gains traction.

In the last assembly, Siaya MCAs impeached the CEC health Dorothy Owino but she got a reprieve from the courts.

She survived to serve former Governor Cornel Rasanga's government till the end after Rasanga moved her to another docket.

Should the MCAs have their way in impeaching the water CEC, then she will be the first casualty in the hands of the assembly six months into the Orengo administration.
