Homa Bay MCAs ordered to return Sh7.8m misused on travel

They collected allowances for five days but only stayed in Mombasa for two days.

The anti-graft agency has directed Homa Bay MCAs to return more than Sh7.88 million they illegally received as allowances during a Mombasa trip.

They were supposed to stay for five days in September but only stayed for two to write a report and collected the full amount in allowances for five days.

The Ethics and Anti-Corruption Commission wants the MCAs, some staffers and members of the Assembly Service Board to refund the extra three days of monies on grounds they were misused.

The directive followed the completion of EACC investigations that began in December last year.

The EACC wrote: “The irregularity in the said payment stems from the fact that there was overwhelming evidence that the report writing exercises took place for two days as opposed to the alleged five days, effectively making all payments over the above two days recoverable."

“Having completed investigations, EACC wants MCAs who were paid excess money to refund the cash by depositing the same in the commission's Asset Recovery Account,” the letter reads.

The MCAs reportedly purportedly went on the trip from September 8 to 12 last year when then received allowances.

The EACC said preliminary findings established that irregular payments were made during the trip in a Mombasa hotel.

The EACC said the matter is still active.

The anti-graft agency has now asked the suspects to make the refund in full and forward to the commission proof of all such deposits in favour of the commission through the CEO of the commission.
