
People with disability have expressed dissatisfaction in the manner President William Ruto has distributed key government positions in his 1,000 days in office.
They say they lack representation in high-level decision-making organs such as the Cabinet.
Speaking to the press in Garissa town, Northeastern PWD chairperson Hafid Maalim said even though Ruto's administration has made major strides in promoting disability inclusion, challenges remain regarding the representation of persons with disabilities in senior government positions.
He said for a long time, they have been treated as an afterthought when it comes to distribution of key positions.
“Since this government came to power, we have been complaining and raising our voice to be heard and considered in key appointments in government. Unfortunately our cries and pleas seem to fall on deaf ears. It breaks my heart how this government continues to ignore us,” Maalim said.
“Despite the constitutional guarantees under Article 54 and Kenya's commitments to inclusivity, we are alarmed by the glaring absence of PWD representation in senior government appointments. This exclusion undermines the principles of equality, participation and equity enshrined in our constitution and Vision 2030.”
He said PWDs in the country continue to face significant barriers in employment, education, healthcare and public participation.
“We have very highly educated individuals, people with experience and who have worked in government and the private sector. They can play a significant role in helping shape policies that are responsive, inclusive and just,” Maalim said.
He urged the President to ensure all public appointments, including in parastatals and state commissions, reflect the diversity of Kenya, including adequate representation of PWDs.
Last month, the President signed the Persons with Disabilities Rights Bill, 2025, into law.
Hafid while describing the development as a major victory for human rights and dignity, said its full implementation is what matters.
“As stakeholders, advocates and members of the disability community, we stand ready to support its implementation and build a more inclusive Kenya for all,” he said.
