Garissa Deputy Governor Abdi Dagane has urged MCAs to effectively discharge their legislative roles and strengthen devolution in the county.
He spoke on Thursday during the official opening of a five-day induction training for Garissa MCAs.

The training is being conducted as per the standing orders of the assembly.
The orders stipulate that legislators will be taken through an induction before the official resumption of the house.
"The exercise, which involves taking the legislators through the operations and procedures of the house is geared towards equipping them with tools to effectively execute their mandate," Dagane said.
The forum is expected to address the relationship between the two arms of the county government- the executive and legislature.
Also, the state of the county's economy in view of the difficult economic times occasioned by drought and the Covid-19 pandemic.
The legislators will also be guided on their role in addressing the challenges.
Scholars and governance experts are among those who will address the forum.
Dagane said Governor Nathif Jama strive to create a united government that focuses on serving the people of Garissa, with dignity and determination, while observing the principal of separation of powers.
The deputy governor urged the legislatures to objectively exercise their powers and ensure that they achieve the dreams and aspirations of the people of Garissa.
Upon conclusion of the training, members will resume plenary sittings to a full in-tray of various legislative, oversight and representation agenda.
Among the sessions that the MCAs were taken through was how to craft policies and laws that can strengthen devolved units and improve service delivery to residents.
Garissa speaker Abdi Idle Gure said he is looking forward to vibrant and meaningful discourse on the floor of the house.
He urged members to take the sessions seriously saying the knowledge they get from the training will come in handy as they embark on conducting business in the assembly.
Gure who was overwhelmingly voted for by the MCAs said he is looking forward to leading a house that will work harmoniously with the executive.
He said there are a myriad of challenges, which are unique to the county.
"When you look at the human development index, we are far below the norm. Water, health, unemployment and illiteracy are issues that face our county,” Gure said.
The speaker however said he is looking forward to a united, objective and determined House that will achieve the mandate entrusted upon them.
