City Hall’s parking policy to restore order in CBD

County plans to provide, regulate and charge parking in residential areas.

City Hall is set to introduce a raft of measures to restore order and streamline parking in the CBD and its environs.

These are part of efforts to maximise revenue collection.

In a draft parking policy that could trigger murmurs among motorists, the county plans to drastically cut the number of taxis parking, introduce time-based parking and abolish season tickets in the city centre.

Besides the CBD and its environs, the county government also plans to provide parking spaces, regulate and charge parking in residential areas.

“Ensure there is provision of parking for residents in housing/apartment developments.

"Where this is not possible, provide parking for residents at a low price through residents’ permits, and allow residents outside CBD and mixed areas to purchase season tickets,” the policy reads.

Deputy Governor Anne Kananu said the proposed policy, coupled with the heavy investment in infrastructure, will reduce traffic jams that have dogged the city for decades.

“I am happy with the progress the authority continues to make towards providing a dynamic and achievable platform that will resolve decades-old traffic challenges in the city,” she said.

Motorists shall pay Sh6,000 per month for season ticket on the estates, restricted areas and other areas outside the CBD.

“In order to create support for the extension of the residential function overall in the CBD, the NCC will provide secured off-street parking places for those that prove to have chosen a permanent resident within the CDB.

"The county will seek to develop instruments to do this for other areas as well,” the policy says.

The county officers shall regulate parking in the CBD and other areas around shopping centres from 8am to 8pm. In other regulated areas, the officers shall man the places from 8am to 6pm.

Parking in the CBD (Kenyatta Avenue and Moi Avenue) street will be the most expensive as the county will charge Sh90 per hour.

Others places in the CBD also known as moderate areas will attract a fee of Sh75 per hour.

Off-street parking in the CBD will cost Sh100 per hour however while remaining areas in CBD will attract a parking fee of Sh50 per hour. Outside CBD, motorists will pay Sh40 per hour.

The county will provide charging points for electric vehicles, tighten regulation and enforcement to restore order.

Loading and unloading bays shall be designated close to commercial places.

“Designate at least two percent of all parking spaces for the mobility impaired and ensure that such bays are of the appropriate size and location,” the policy reads.

“License off-street parking so that charges, fee structures, numbers of spaces and opening hours meet transport policy objectives and improve enforcement of parking regulations.”

According to the policy drafted by the county’s transport department headed by Transport executive Mohamed Dagane, City Hall intends to reduce the number of taxis ‘idling’ in the CBD by providing taxi ranks.

The county shall also provide loading and unloading zones, parking spaces for people with disabilities, as well as ‘official’ vehicles.

City Hall will also designate areas or streets where high good vehicles will be allowed to park.

On enforcement, the county government intends to tighten the legal framework and introduce technology to enable enforcement officers to identify vehicles either parked in wrong places or parked in legal places but have not been paid for.

 “These vehicles will get a notice that an offence was identified for the vehicle and that the owner is summoned to pay a fine by App," it says.

"When the fine is not paid within a certain time limit, the car will be wheel clamped the next time it is identified on a legal parking space."

At every parking space, the county shall provide specific information and clusters of parking, such as the payment mode and the fare and make clear where a user is leaving a controlled parking zone.

Kananu said the city is still on course to developing a sustainable urban movement plan that will serve as the core for the “orderly and structured” development of the proposed metropolitan area mass-transit system.

The system will combine both commuter rail and bus rapid transit once completed.
