Are semi-autonomous agencies within the Environment ministry working as a collective team? Well, during various activities, some departments seem not to know what the parent ministry is doing. Or are they are simply fed up? A case in point was during a recent Nairobi clean-up and the recent tree-planting drive. Semi-autonomous state agencies often feel sidelined in most of the events if what was witnessed in the two instances was anything to go by. In the two scenarios, uniforms were not budgeted for some staff, forcing them to attend in their office wear, while others marched in corporate colours.
