Public Service CS Moses Kuria has vowed to use his position to market the National Youth Service.

Kuria said he will market the Service not only in Kenya but across the globe to successfully thrive in competitive businesses for growth and sustainability.

“From today, I’m the CS Public Service and also the chief marketing officer for NYS,” Kuria said.

He spoke while unveiling the NYS Reengineering Programme at the institution’s headquarters in Ruaraka, Nairobi on Wednesday.

Kuria thanked President William Ruto for entrusting him with the new docket stating that he was now able to actualize the NYS’s 2015 dream.

“I was part of this NYS when we created the new vision under the first Jubilee government. Mambo yakaenda mrama, it was a sound dream,” Kuria said.

“We will return NYS to the 2015 dream, it will be this country’s centre of gravity,” he said.

The CS said he was committed to ensuring that the establishment of the National Youth Service Enterprises, a company that will be competitively bidding for both national, county and private sector tenders was actualized.

“I will get to all those offices. Before you hire guards from private companies, first come to NYS. I will work hard with you and for you to ensure that we expand this national service in all spheres; security, environment, agriculture and everywhere within the Kenyan government,” Kuria said.

He said NYS has to be sustainable, reason why its enterprise pillar is important.

Kuria said NYS services must be competitively paid for just like those in the private sector.

“All your services should be paid as they should. Hawa wadosi wakichukua watu huko nje, wanalipa vizuri. NYS’s services should be paid just the way they pay private companies," he said.

"They must pay the right price so that this program can be sustainable."

He said the service was working under instructions of the president to create a company known as NYS Entreprise that will compete with other companies to construct roads and houses, alongside implementing projects in agricultural and mining sectors among many others.

“I know we have equipment here which we have to ensure are used optimally. We are going to do better roads than those people,” Kuria said.

“Not only in government, I will go even to private sectors and tell them they will enjoy better services by working with NYS. We can do a better job and save you money in the long term if you work with disciplined people who have better values.” 

Kuria said NYS should also be given contracts in county governments to execute projects like constructing ECD classrooms,   roads, and boreholes, among other major projects.

He said the government will establish a call centre under the Pasha Programme to be domiciled at NYS Headquarters that will handle feedback and complaints about public service delivery.

The CS said his ministry will be identifying employment opportunities in the government, and private sector as well as outside the country for NYS graduates.

He said all new government employees will be required to attend NYS training before being absorbed into public service.

“Guards manning government offices and buildings must be drawn from NYS to help in their absorption. We will establish more than 800 Huduma Centres across the country that will be run by officers drawn from NYS. Each centre will employ at least 45 youths exclusively from NYS,” Kuria said.
