State to implement Sh2.5m benchmarking fee for all port containers

Other measures include streamlining pre-shipment inspections for imports by KRA

The government is planning to implementing a fixed benchmarking fee of Sh2.5 million for all containers at the port of Mombasa among a raft of other measures aimed at streamlining import process for traders.

This is among the initiatives that the state says will ease pressure on traders as it looks to boost efforts to bring predictability in taxes.

The traders across various markets in Nairobi had raised issues with the current business environment in the country ranging from taxes to port clearance.

However, the Trade and Industry ministry maintained  going forward they will ensure there is no tax increases or policy reviews made without thorough consultation with the traders.

Trade Cabinet Secretary Rebecca Miano said that the engagement marks milestone the governments journey towards creating a more conducive trading environment in Kenya.

She committing to the release of all seized goods within two weeks upon verification and clearance by Anti Counterfeit Authority.

"The recommendations laid out, born from candid and constructive dialogue with our trading community, pave the way for a robust framework of cooperation, aiming to address and resolve the longstanding challenges faced by our traders," said Miano.

The discussions sought to highlight the critical areas of concern, including taxation, counterfeits, import and export rebates, and the effectiveness of trade facilitation by regulatory bodies such as the Kenya Bureau of Statistics (KEBS), Anti-Counterfeit Authority (ACA), and the Kenya Revenue Authority (KRA).

Other measures include streamlining pre-shipment inspections for imports by KRA, enhancing the Certificate of Conformity to include joint efforts by ACA and KEBS, and developing physical inspection protocols by ACA in consultation with traders.

The Ministry also announced plans for monthly consultation meetings with the trading community, starting 10th April 2024.

The State Department for Trade will handle Domestic Trade matters and act as the Secretariat for the implementation of these and other proposed resolutions following consultations.

The meeting included representatives from Gikomba, Kamukunji, Eastleigh, Nyamakima, Muthurwa, and Wakulima markets, was convened to directly address the challenges stifling the growth and efficiency of local businesses.
