Marsabit County has appointed 11 persons to an Ad-hoc committee established to investigate and verify pending bills of the devolved unit from 2013 to 2022/23 Financial Year.
The committee will be chaired by Tura Ruru (Kanu), who will be deputised by Sadia Araru (UDA).
County Assembly of Marsabit at a sitting held on February 15, 2024, approved a Motion to establish the Ad-hoc committee.
A gazette notice by Marsabit County Assembly Service Board secretary C. Mato said the committee will scrutinise and analyze the existing County Government of Marsabit pending bills that have accumulated between 2013 and June 2023.
Members will establish clearly defined criteria for detailed examination of and analysis of such pending bills or claims to determine the genuineness of each or otherwise.
They will make recommendations to the County Assembly on the necessary actions to be taken for satisfactory disposal or settlement of identified pending bills or claims.
The gazette notice added that the team will identify cases where works or services were procured without supporting budget and make appropriate recommendations to the relevant County Government agencies making special considerations for capital expenditure.
It added that the committee will involve the public and other relevant stakeholders in the Committee’s work.
“The team will develop reforms or measures that will ensure future accumulation of pending bills is avoided,” Mato said.
The notice said the chairperson and other members of the committee shall, before embarking on their duties, declare no conflict of interest.
It added that the committee shall prepare and submit to the County Assembly a progress report of its activities, if necessary.
“It will submit a final report on its findings within 30 days of the Resolution of the County Assembly of Marsabit recommending to the County Assembly settlement or otherwise of pending bills that have been scrutinised and verified.”
It further said the committee will have access to any previous reports relevant to its mandate; regulate its procedures concerning the orderly conduct of its proceedings, quorum for the transaction of business and other related matters; carry out or cause to be carried out such studies or research as is necessary for furtherance of its mandate; and in consultation with the Clerk of the County Assembly, co-opt any person as may be necessary to assist members to discharge their mandate.
