DCI intensifies probe at City Hall over suspected fraud

The Directorate of Criminal Investigations will on Thursday head to city hall as they continue with investigations linked to payments made to a number of firms.

DCI said the Nairobi County government is alleged to have fraudulently made payments to nine companies yet no services were rendered. 

On Wednesday, the DCI carted away crucial documents at City Hall.

The officers who have been camping at City Hall since Monday, also questioned some clerks at the legal and finance departments as part of the investigation.

As the probe gathers pace, City Hall fathers are said to have rubbished the probe.

The officers at City Hall who sought anonymity claim the payments in question are above board.

“None has been arrested. The DCI guys have been to City Hall since Monday and we have given what was asked for. Hapa hakuna scandal. It is trial in the public court with no evidence presented and the engineers are known,” one official who sort anonymity said.

The DCI requested a number of documents to facilitate their investigation into the allegations. 

"Kindly furnish us with the budget approvals for the items that were supplied by the companies and the requisitions by the user departments relating to all the companies," DCI said. 

Further, the Nairobi county government was asked to submit tender documents including but not limited to tender invitations, preparations and submissions, opening and evaluations and tender committee minutes. 

DCI also sought that the county government submit the award contracts including contract preparations. 

"Also avail all records of LPO's issued to the companies as well as all payment vouchers with all attachments in respect to the companies," DCI said.
