38 MCAs approve motion to impeach DG Oduol, one objects

The Siaya County Assembly on Monday approved an impeachment motion against Deputy Governor William Oduol.

Out of the 42 Siaya MCA, 38 approved the motion. Only one (1) MCA disapproved the motion. The MCAs voted by way of a secret ballot.

Speaker George Okode said the other three MCAs were absent with apology.

However, the assembly resolved to establish a special committee on the matter of the intended removal of Oduol from office.

Okode directed that the committee will give Oduol an opportunity to be heard and obtain the views from the public.

The speaker directed that the committee will report back with its findings by June 8, 2023.

The committee will comprise a third of the members of the Assembly.

The members include Francis Otiato (East Yimbo), Oliver Arika (North Sakwa), Andrew Omwende (Sigomre), Fredrick Omoro (East Ugenya), Benard Adala (North Ugenya), Cynthia Alinyi (Nominated), and Seth Baraka (East Gem).

Others are Sylas Madingu (Central Gem), Eunice Achieng (South Sakwa), John Apodo (Sidindi), Dorothy Oinga (Nominated), Justus Oguta (West Uyoma), Julie Okello (Nominated) and Michael Otieno (South Uyoma).

"The special committee shall investigate and report on all the grounds upon which the proposed Motion has been relied upon... within ten (10) days of its appointment, on whether or not it finds the particulars of the allegations against the deputy governor to have been substantiated," majority leader Michael Otieno read in a statement.

According to the Motion mover East Asembo MCA Gordon Onguru, Oduol should be impeached over alleged interference with the procurement process, abuse of office and gross misconduct, misuse of public resources, bullying of county executive staff and misleading the public by giving false information.

Prior to the tabling of the impeachment motion, Oduol had made allegations of corruption and mismanagement in the county executive.

He submitted his written evidence to the assembly on April 14, 2023.

The assembly General Committee on Oversight found out that Oduol had not substantiated his allegations.

The Assembly adopted the General Oversight Committee report on May 22, 2022.

Soon afterward, Onguru gave a notice of motion of removal of the deputy governor from office by way of impeachment.
