Bipartisan talks panel meets to jumpstart stalled negotiations

The 14-member bipartisan talks committee will Friday hold a make-or-break meeting in a bid to jumpstart stalled negotiations.

The team which meets at the Crown Plaza is expected to address sticking issues to unlock the talks.

The panel is co-chaired by Tharaka MP George Murugara and his Rarienda counterpart Otiende Amollo.

Top on the agenda, the Star understands, will first have to dispense with the agenda on the terms of reference for the committee.

They will then start negotiations on whether the talks should follow a parliamentary route or an extra-parliamentary avenue.

The Raila Odinga-led Azimio coalition has insisted that the talks should be held out of the strict parliamentary protocols with input from experts.

 

However, President William Ruto's team wants the discussions guided by the parliamentary standing orders, arguing that a parliamentary route would ensure the final product is legally binding.

Raila on Thursday issued fresh demands before the resumption of bipartisan talks with the Kenya Kwanza counterparts.

In a press statement, Raila said among the new demands is that the dialogue process must be expanded to include participants outside Parliament for inclusivity.

"We still believe the talks cannot be driven entirely and exclusively through a parliamentary process. There must be an avenue to be inclusive and allow for the participation of players from outside Parliament in the talks," Raila said.

The Azimio leader also reiterated his earlier demand that the talks be concluded within 30 days from the date of commencement.

Raila has further said all the youths who are in police custody in relation to the Azimio protests must be released before the resumption of the talks

He said such a structure will create an avenue for the inclusion of other outstanding constitutional issues to be canvased in the talks.

Among those representing Azimio Coalition in the committee include; Ledama Ole Kina (Narok), Edwin Sifuna (Nairobi), Millie Odhiambo (Suba North), Enock Wambua (Kitui), Amina Mnyazi (Malindi) and David Pkosing (Pokot South) and Amollo.

Kenya Kwanza team include Kakamega Senator Boni Khalwale, Bomet Senator Hillary Sigei, Nominated Senator Esther Okenyuri, Kibwezi West MP Mwengi Mutuse, Saku MP Dado Raso, Taita Taveta Woman Representative Lydia Haika and Murugara.
