MP questions criteria for appointment of Grade 7 principals

Yatta MP Robert Basil now wants the Ministry of Education to elaborate on the process of appointment of Junior Secondary School principals.

This is after the education review team's directive that  Junior Secondary Schools should be domiciled in primary schools.

"Could the Cabinet Secretary explain the criteria applicable for the deployment of principals in Junior Secondary Schools?" Basil asked.

Further, the lawmaker inquired about the status of teachers who have been serving in acting positions.

"When will the teachers who have served as principals or deputies in acting capacities beyond the statutory six months be substantively appointed in those positions?" Basil added.

Under the published guidelines by the ministry, the current head teacher will still act as the principal for the junior secondary category.

“The comprehensive school shall be managed by a common BoM (for public schools); BoM, board of directors or board of trustees, in the case of private schools,” the guidelines read.

The ministry also explained that the management of JSS is under the headship of current primary school heads for a transition period of one year.

The current boards of management of primary schools will constitute special sub-committees that will spearhead the operationalisation of JSS.

The Special Sub-Committees will then open JSS bank accounts for tuition capitation, operational capital funds and infrastructure grants after an introduction letter from the subcounty director of education.

Comprehensive schools-those with both primary and junior secondary shall adopt the name of the primary school in which they are domiciled.

The ministry says only “except in special circumstances” that a different name will be adopted.

For instance, a school currently called ‘Westlands Primary School’, shall adopt ‘Westlands School (Primary and JSS)’ as its name.

To ensure prudent management of school resources, the ministry says there will be two separate bank accounts for JSS and primary school sections.

“For the bank accounts, the Primary School and Junior Secondary Schools shall have separate bank accounts,” the ministry said.

Regarding school uniforms, the JSS leadership will determine them in consultation with their respective stakeholders.
