Teachers service commission has termed Bliss hospital as a capacitator in the medical scheme contract.
The commission was forced to give reasons why all teachers have to seek a mandatory referral from Bliss hospitals.
TSC deputy director Finance Franklin Choge said the medical scheme is a hybrid cover.
“The scheme has components of insurance and capitation and Bliss is the master capacitator,” Choge said.
He spoke when the commission appeared before the National Assembly committee on education.
Choge added that the success of any capitation model lies in its having control with hospitals.
This he said saw the hospitals agreeing on the cost of treatment for various conditions.
“For example for the treatment of malaria the capacitator just agrees with the hospitals that they should treat malaria with a certain amount,” he said.
He further clarified that the components have seen a reduction in the total budget for the whole scheme.
Lugari MP Nabii Nabwera questioned if the Bliss Hospital has the required facilities to offer medical services.
“Who is Bliss and why the preferential treatment that everybody must be referred by them?” Nabwera asked.
