The new Basic Education Principal Secretary, John Lekakeny Ololtuaa, takes over the education docket with more than three decades of experience in teaching, education administration and public service.

President William Ruto appointed Ololtuaa to head the State Department for Basic Education in a government reshuffle announced Tuesday, June 9.

He replaces Julius Bitok, who has been moved to the State Department for Tourism.

The changes were announced in a notification of presidential action issued by Head of Public Service Felix Koskei.

Ololtuaa takes over the Basic Education docket at a time when the government is grappling with a wave of school unrest and fires that have led to the closure of several learning institutions across the country.

Born in Kilgoris District, Trans Mara West Sub-county in Narok County, Ololtuaa's journey to the top of Kenya's education bureaucracy began in humble circumstances.

He attended God-Ngoche Primary School, where he posted an outstanding performance in his examinations.

He later joined Sosio Secondary School before proceeding to Narok High School, where he sat for his Kenya Advanced Certificate of Education (KACE). The strong academic foundation paved the way for a distinguished career in education and public service.

A trained educator, Ololtuaa holds a Bachelor of Education (Arts) degree and a Master's degree in Education Administration from Kenyatta University.

His professional journey began in 1993 when he joined the teaching profession as an assistant teacher.

Over the years, he steadily climbed the ranks within the education sector, gaining experience at virtually every level of administration.

He served as principal of Ennosaen Secondary School before being appointed District Education Officer (DEO) in Suba, Mbita and Bomet districts.

His leadership credentials earned him promotion to County Director of Education (CDE), serving in both Bomet and Kajiado counties.

He later rose to become Regional Director of Education (RDE), one of the most senior positions in the sector, overseeing education management in Eastern, Nairobi, Rift Valley and Central regions.

The appointment places a seasoned education administrator back at the centre of policy implementation at a time when the government is grappling with concerns over student unrest, school safety and the quality of learning outcomes.

Beyond education, Ololtuaa has also served in public administration.

He was part of the Transition Authority (TA) that oversaw the implementation of Kenya's devolved system of government following the promulgation of the 2010 Constitution.

He also served as County Transition Coordinator for Narok County during the early stages of devolution.

In 2022, President Ruto appointed him Principal Secretary for Tourism, a role in which he spearheaded efforts to market Kenya as a global tourism destination.

During his tenure, he championed tourism product diversification, domestic tourism promotion, tourism safety initiatives and public-private partnerships aimed at growing the sector's contribution to the economy.

Ololtuaa is also known for his involvement in community development initiatives.

He has actively supported youth mentorship programmes, scholarship initiatives, anti-drug abuse campaigns and projects aimed at empowering vulnerable communities.

He also participated in the British Council's Global Schools Partnership Programme, reflecting his longstanding interest in education and youth development.

Those who have worked with him describe him as a firm believer in professionalism, strategic management, transparency and accountability in public service.

His leadership style has often emphasised community engagement and stakeholder participation in decision-making.

His return to the education sector is expected to bring extensive institutional knowledge and administrative experience to one of the government's most critical departments.

From classroom teacher to principal, district education officer, regional director, tourism chief and now Basic Education Principal Secretary, Ololtuaa's career reflects more than 30 years of service dedicated to education, governance and national development.
