Political Analyst Mutahi Ngunyi has said Director of Public Prosecution Noordin Haji is a good choice for the National Intelligence Service Director General.

Ngunyi said the DPP is a smart man, adding that this was evident in his actions and words.

He noted that Haji had returned 17 files forwarded to him by the Ethics and Anti-Corruption Court with different recommendations, for further investigations. 

"As DPP, Noordin Haji will make a good DG for NIS. He rejected 17 files of gossip from EACC presented to him as intelligence. Now he wants to turn intelligence gossip into actionable evidence - his words. Is this good; or is this good? I like this Guy! I like clever people!" he said.

In a report on investigation status, EACC said it had submitted 23 files in the first quarter of the year, of which 17 were returned.

They included cases of bribery, defying tender procurement laws in counties, irregular recruitment, embezzlement of public funds and abuse of office. 

Appearing before the National Assembly's Defense, Intelligence and Foreign Relations Committee for vetting on Tuesday, Haji said the justice system had a task to review how it dealt with intelligence.

Speaking on the Shakahola cult, Haji said the NIS had given actionable intelligence on what was happening in the forest leading to arrests and prosecution.

He however said there was a need for the criminal justice to review how they can convert intelligence to evidence.

"It is not correct to say that NIS did not play its role probably the rest of us within the justice criminal system might have to review how to action intelligence and this is one of the visions that I have that as NIS we will be able to assist the criminal justice system to convert intelligence to evidence," Haji said.
