Mombasa Governor Abdulswamad Nassir has urged Parliament to fast-track the passage of a crucial bill to unlock more than Sh37 billion grants.
The county boss also urged the house to pass a law to regulate the relationship between the counties and the Kenya Revenue Authority.
Nassir held that the delays to pass the County Governments Additional Allocation of Revenue Bill, 2022 has affected several projects and programmes.
"I believe that if something affects Mombasa, then it is highly likely that it is affecting all the other counties in the country," he said.
The Bill, was passed by the last senate but got stuck in the National Assembly after the MPs poked holes in the proposed legislation.
As a result, funds, running into billions, are still stuck at the Treasury because such money can not be released without the law in place.
The funds are provided by development partners including the World Bank and Danida to finance specific donor-funded projects.
At the same time, Nassir urged the members to pass to pass a law to guide the rationship between the devolved units and the taxman.
He said that KRA has been behaving in a way that "intimate" governors.
The governor made the remarks during the ongoing induction session for senators in Mombasa.
