Lusaka kicks out 4 Bungoma chief officers over use of funds

Governor says no expenditure was to be made unless it was mandatory and sanctioned by himself

Bungoma Governor Kenneth Lusaka on Monday ordered the suspension of four chief officers.

The officers allegedly violated his first executive order and participated in unauthorised expenditure.

The affected officers are Patrick Wandili (Urban Planning) and acting in Health and Maurice Marango (Energy) and acting in Roads and Public works.

The others are Rose Murunga (Education and Vocational training) and Abidan Kapchanga (Industrialisation) and acting in Public Service and Management docket.

Lusaka accused them of engaging in payment of high staff emoluments and pending bills, unclear gratuity, pension and un-reconciled payment for scholarships, despite the executive order forbidding them.

“In the executive order, which I issued on the day I took over, I directed that no expenditure was to be made unless it was mandatory and sanctioned by myself,” he said.

The governor said this was to pave way for a proper audit by three taskforces on human resources, pending bills and the ongoing county scholarships programmes.

He said Isaac Aruput who is on leave will serve as the acting chief officer Health while Moses Sichei will lead the Roads and Public Works department.

George Kombo will serve as the acting chief officer Education, Vocational Training, and Physical and Urban Planning.

Stephen Makhanu will serve as acting chief officer in charge of Public Service Management, while Denson Barasa will serve as acting chief officer of Energy and Industrialisation.

“During their compulsory leave the officers will be required to avail themselves for questioning on the unauthorised expenditure by the investigation team without fail,” Lusaka said.
