Foreign travel for outgoing Cabinet Secretaries and Permanent Secretaries has been suspended unless approved by President William Ruto, head of public service Joseph Kinyua has said.

Kinyua said the transition from the Fourth Administration to the Fifth is still in progress, and that ministerial acts during this time were confined to general management and stewardship

The suspension comes even as the President prepares to name his cabinet.

Kinyua further said the CSs are not allowed to make any appointments of Members of Board Management of State agencies or corporations.

"Cabinet Secretaries as authorised officers shall not cause and/or effect any ministerial redeployments or any new appointments in any ranks within Ministries and State departments, " Kinyua said.

He added that ministries, state departments and agencies are prevented from issuing any new policy pronouncements unless sanctioned by Ruto.

The departments and ministries are also not allowed to carry out any payment exceeding Sh50 million without prior approval and verification by the National Treasury.

The outgoing leaders' term will lapse on the appointment and swearing-in of the new cabinet.
