IEBC officials have remained hopeful that the low voter turn out in Mombasa will improve with time.
Faky Mohammed, polling officer said that compared to last general election, there is low turn out.
"Last election we had people on the queue by 7.30 but today the case is different, we opened at 6am and we have received 14 people," he said.
He said people are walking in one by one but they will not meet the their target.
There was Low turn out experienced in different polling station across Mombasa.
By 7.30 am there were no queues.

Each polling station has 643 registered voters but the number of voters is still low.
David Nalo, also a polling officer at Mikindani primary said there is still low turn out but he believes that people will show up during the day.
"The turn out is low compared to the general election but it only an hour since we opened so may be people are relaxed waiting yo come during the day because we will close at 5pm," he said.
Mikindani primary which has nine polling stations with a total of 5624 registered voters the case is the same.
Polling officers says they hope to receive more voters during the day but they will not meet the target.
