JSC vets Issack Hassan for court of appeal job

Former IEBC chairman Issak Hassan is currently being vetted by the Judicial Service Commission for the post of judge of the Court of Appeal.

He has told the panel his track record at the helm of the electoral agency makes him desirable for the post of a judge. 

"IEBC is today one of the most professional strong bodies in the region... It's because of the foundation I laid. I had a vision for this institution to serve the country in the foreseeable future," Hassan said.  

He served as the IEBC boss from November 2011 to October 6, 2016.

Before that, he was the Chairperson of the Interim Independence Electoral Commission (IIEC) from May 2009 to November 2011. 

As a practising lawyer, Hassan specialized in commercial and constitutional law. 

Hassan said his vast experience in handling electoral matters, including dispute resolution makes him an ideal candidate for the position.

Other than electoral matters, Hassan said he also has experience in arbitrating cases locally and internationally in commercial law, civil law and criminal law.  

Attorney general Kihara Kariuki asked him what recipe he would introduce to tame corruption in the judiciary.

Hassan said he would introduce annual lifestyle audits on all judges. 

"We should conduct lifestyle audits on ourselves every year. We should be able to do a lifestyle audit to see if I'm living above my means," Hassan said.

Lifestyle audits are an important management tool to prevent and detect fraud and corruption in the public service.

The vetting is still ongoing.
